Local Safety Engineering Assistance Program

Van Cleef was contracted by NJTPA to provide preliminary engineering design services for the NJTPA FY 2024 Local Safety Engineering Assistance Program Contract E, encompassing Projects E1, E2, E3, and E4 in Monmouth County, New Jersey. Services include comprehensive data collection, crash history analysis, traffic volume studies, and field investigations to identify substandard features and safety deficiencies at each project location, and to develop practical mitigation strategies. For each site, we are developing alternative roadway safety improvement scenarios ranging from geometric realignments and signal modifications to pedestrian enhancements. Alternatives are evaluated using a multi-criteria approach incorporating safety performance (Highway Safety Manual methodologies), cost-benefit analysis, operational impacts, constructability, and stakeholder input.

Design elements include: survey and mapping, right-of-way and deed documentation, signing and striping design, soil erosion and sediment control design, geometric roadway design, grading design, lighting design, utility relocation coordination, ADA curb ramp design, maintenance and protection of traffic design, drainage design, guide rail design, traffic signal design, quantity calculations, and preparation of preliminary engineer’s cost estimate. Additional project elements include public outreach, utility coordination, NJDEP Flood Hazard Area and Wetland permitting, and cultural resource investigations. Deliverables include conceptual schematics, comparative analysis matrices, preliminary cost estimates, and a comprehensive Alternative Analysis Report for each project documenting the evaluation process and recommending a preferred alternative. We facilitate coordination meetings with NJTPA project managers, county project managers, subject matter experts, and local police departments to validate findings and incorporate feedback. Ongoing technical support is provided throughout NJTPA’s review and approval process to ensure all deliverables meet agency requirements and support final design selection. 

This work demonstrates specialized expertise in alternative analysis for safety improvement projects within the NJTPA program framework.
